Harry Russell Ballinger was born in 1892 in Port Townsend, Washington, and first studied art at the University of California, San Francisco before traveling to Paris to study at the Academy Colarossi in his twenties. Returning to the United States after the outbreak of World War I he studied at the Art Students League under Harvey Dunn, finding his calling in landscapes and maritime paintings. He lived for a time in New Hartford, Connecticut before settling permanently in Rockport, Massachusetts, becoming one of the foundational artists and instructors there. He was a member of the Allied Artists Association, Audubon Artists, American Watercolor Society, New Haven Paint and Clay, and the Kent Art Association, exhibiting at the National Academy of Design, the Hartford Athenaeum, the Connecticut Watercolor Society, the Rockport Art Association, the North Shore Art Association, and the Allied Artists Association. Even after his death at the extraordinary age of 101 in 1993, his works remain on display in museums and collections around New England, including the New Britain Museum of Art, Springfield Art Museum, and the Mattatuck Museum.
