Harry Russell Ballinger is known for sea-landscape painting, illustration, genre. He lived in New Hartford, Connecticut and Rockport, Massachusetts. Ballinger studied at the University of California, San Francisco; the Art Students League with Harvey Dunn; and the Academy Colarossi, Paris.
