This is a watercolor mixed media by italian artist, Emanuel Glicenstein Romano (1897-1984). It is signed and dated in the lower right. Romano studied in Switzerland and went on to became a painter, muralist, illustrator, and teacher in New York. His works can be found at The Whitney Museum, The Society of Independent Artists, The Pennsylvania Academy of Fine Arts, The Art Institute of Chicago, and more.
