Antique Cobalt Blue Glass Rocker Blotter With Dragonfly and Floral Silver Overlay.

Cobalt blue glass in a half-moon shape. Rounded handle. 

Size: 2 x 3 1/4 x 3 in.

A rocker blotter is a specific type of desk tool used before the age of ballpoint pens to quickly dry wet ink from a fountain or dip pen. The user would place a piece of absorbent blotting paper on the curved underside and "rock" the device over the freshly written text. The shape of the base and the weight of the handle allowed for an even, gentle pressure that would absorb the excess ink without smudging the writing.
